Explore the 2026 Local Government Elections Manifesto
A comprehensive 105-page municipal development programme detailing seven core priorities for jobs, water, land, and clean governance across South African communities.

The Afrika Mayibuye Movement has presented its 2026 Local Government Elections Manifesto, titled 'Jobs, Water and Service Delivery Now'. Prepared for the 4 November 2026 municipal elections, the 105-page document outlines a transformative municipal programme grounded in Pan-African dignity and economic self-determination.
Across South Africa, municipalities are experiencing severe systemic crises: dysfunctional water treatment infrastructure, uncollected refuse, damaged road networks, and persistent collapse of basic governance. The manifesto argues that these failures stem from the commercialisation of public services and an over-reliance on corrupt tender networks.
The manifesto articulates seven clear programmes: rebuilding municipal technical capacity for job creation; guaranteeing reliable water access; ensuring lawful service delivery and community safety; conducting transparent land audits and fair releases; driving local township and rural production; enforcing zero tolerance for graft; and instituting continuous citizen participation.
Crucially, the document sets out how each commitment will be financed: through eliminating wasteful expenditure, recovering uncollected municipal revenue while safeguarding indigent households, reprioritising capital budgets toward basic infrastructure, and managing grants with professional integrity.
