How the programme will be funded.

Eradicate Waste and Graft
Recover municipal funds lost through bloated contracts, ghost employees, and corrupt procurement schemes.
Accurate Billing and Fair Revenue
Modernise municipal metering and revenue collection while maintaining free basic services for qualifying indigent households.
Reprioritise Capital Budgets
Shift capital expenditure away from luxury office expenditures toward core water, electricity, and road infrastructure.
Optimise Grants and Intergovernmental Transfers
Ensure 100% absorption and transparent expenditure of national Municipal Infrastructure Grants (MIG).
Develop Productive Municipal Assets
Utilise idle municipal commercial properties and agricultural land to generate sustainable municipal revenue.
Responsible Infrastructure Co-Funding
Partner responsibly with public development finance institutions with transparent community oversight.
Prudent Long-Term Financial Management
Maintain strict fiscal discipline and justified, ring-fenced borrowing strictly tied to revenue-generating infrastructure.
